The 33 year old was surplus to Brendan Rodgers requirements, a year after he was brought to Anfield for £4M.
West Brom are believed to have paid around £2.5M for the player.
Lambert has gone straight into tonight's squad for West Brom's friendly against Bristol Rovers.
Baggies boss Tony Pulis said:
"Rickie is a good, strong, solid player who is a great character, good in the dressing room and good on the pitch.
"We are very pleased to have him on board."
Rickie made 36 appearances for Liverpool scoring 3 times, however many of these appearances were as a very late substitute. He started just 12 times for the reds.
Rickie Lambert's departure leaves the number 9 shirt vacant, with Christian Benteke set to take it for the 2015-16 season.
UPDATE: Rickie scored 23 minutes into his debut for West Brom today
